Yes worms do live below the frost line in the winter. Where I used to live this past summer was a corner store that sold worms. Twice I bought worms this year and both times they were shriveled and dead, I took them back and complained. After that the owner kept telling me to take worms from the right side of the fridge as he had taken them out of the freezer that morning. Well the worms from the right side of the fridge were also shriveled and dead. Personally I don't think worms like to be frozen, nor do they survive it.
Just my experience this past year. Frost line is generally 4 feet in S. Ontario.
