Cut bait

I got some cheap frozen whole Mackerel  from the supermarket. And I want to use them as cut bait for Catfish.

 

Is this illegal?  What are the rules on cut bait in Ontario I can't find any regulation on what cut bait you can and can't use.

I've yet to see any regs regarding cut bait as they don't fall under the invasive species category. I'm assuming given the time of year you are seeking bullheads,(mud pouts to some) out of the creeks. The best bait for me is raw liver. It's cheap & easy, and the cats can pick up the scent miles away. I use a tri-hook and split-shot, but if you go with a tri, make sure you bring your plyers.......you're gonna need them. Cheers.
