Don't know what it is...but the material looks like...
Red thread for the butt
Black vinyl D rib for the body
Grey dubbing for thorax
Grizzly hackle for the hackle
Gold bead
Shouldn't be too hard to replicate. Put gold bead on the hook, (add lead wire if needed), put down a base layer of thread to the back of the hook, start with the red thread butt, tie in vinyl rib, advance the thread, wind on the rib, secure rib and cut excess, add dubbing and wrap in dubbing, tie in hackle, advance the thread, wrap the hackle, secure the hackle, a few more security wraps, tie off and head cement. Done.

I agree with MB. The thorax looks like grey hare's ear dubbing, and the collar is grizzly soft hackle.

Just make a zebra midge fly and add some hackle.

Red Butt soft hackle, Generic pattern usually tied with herl and peacock soft hackle. Your version uses a dubbed thorax...hair's ear, seal, possum etc. + bead.
