I've caught 25's before and this was a lot larger then any of those.

Try the Niagara River...both Lower and Upper sections. Lots of Carp but at times could be challenging to fish in the heavier current. Try to find calm eddies or shallows with slow to no current, or mouth of tributaries that flows into the Niagara.
