What's the deal with Bronte Creek

This is the second year I've been fly fishing on Bronte and have yet to catch or even see anything but creek chubs. I see other fishermen in the area but the same seems to be true, I have never seen anyone pull a trout from this creek during the regular season. The only action I've seen are the odd steelhead and salmon, but once those head back / die out it seems like the creek is a ghost town. 

 

Am I just having a string of bad luck or have others had similar experiences? Am I too far north (I fish around the Church) I love the area but when its a pain to even get creek chubs to bite on anything but a spinner it doesn't seem worth the effort.
