Salmon caught with stamp on gill plate

Was out on a charter salmon fishing for the first time today and we caught a lot and kept a few for fish dinner. When the first mate went to clean one of the salmon, he noticed a stamp on one of the gills and neither he nor the captain had seen it before. Any ideas? Was caught about 6 miles out from Port Credit, Ontario.

That's one of the fish I released. My buddy thinks that I keep catching the same fish over and over again. To prove he was wrong I decided to brand all the fish I catch.

Was it an Atlantic salmon? Perhaps the government has put tracking chips into the stocked Atlantic salmon they release. Maybe there's a hidden tracking chip in he middle of the symbol, don't swallow it. The government will be Tracking down the "endangered species" in your stomach. That's my guess.

I believe this is the correct answer, but does anyone actually know who marks fish like this?

 

I have personally only seen tags and fin clips for identification.

I've actually read an article where salmon are tagged with a plastic gill plate tag and pinned with the actual research pin.
USA fish.
Thinking maybe the actual tag was removed and remainder imprint left by original tag.
