I was looking at the FMZ 17 rules because I was looking to go trout fishing in Durham.. And it says that rainbow trout is closed untill the last Saturday in April, however there is an exception that says South of the CNR is open all year. Does that mean that as long as I am South of the CNR I will be fine if I go fishing this week?

Yep. Not sure which creek you are going to but I'd say most fish will be north of them. But a day on the water is always good

yes, as long as you're down stream of the cnr bridge you are fine. Keep in mind the only river that gives you a lot of room is duffins, most rivers have the bridge just a coupe hundred feet from the lake, so make sure you check out the river on google maps first so you don't end up thinking the bridge is still up ahead when in reality its already behind you

Oshawa creek can be an other option .
