i have seen some fish caught throwing raps with a large weight up the line. spoons work great as well. but i think that is more for salmon and trout. i'm sure you would get some pike and bass too.
tribs are no go. niagara is great if you can handle fishing 10-30feet over bolder strewn bottom with floating ice. not to mention the inevitable icing that will cripple your ability to get deep and cast. also, it may be just my imagination, but what is with all the noobs? there were a good 2dozen littering douches at the pool last time. thought it was kinda strange for this time of year.

serious? My float gear only goes away for the summer. from now till iceout is BADASS for steel. I would say january- febuary is the best for size.
Handsdown, the biggest and most steel can be had in the coldest months... if you can manage to find a spot to fish and a day no colder then -6 then your golden.
