I think thats a fine length for your leader....questions is....do u adjust your float to the depths of the holes you are fishing in? Your bait should be on the bottom.
Scattered weights may work depending on how quick the current is. At Sail I found a great little book that shows you all the different set ups and how they flow in the water. Good buy!

if you are going to the states anytime soon i suggest you hit up dicks they have a 5$ field and stream inferno if you spend 40$ on a reel which is awesome me and my dad brought 2 each. As for rod length the longer rods help in further casting also for finesse fishing in streams. My go to rod length is 7-8 feet because they can easily be fit into the car and its pretty manageable especially since your re-starting maybe to get a feel of the new rods. As for models, i would suggest you go instore and see what works for you in your budget make sure it feels right weight is right and you like how it looks in person, think of it like buying shoes different syles for different things also different feels to them and your best off getting one if you can see one in stores

i wold try using large offshore minnow holders its pretty much a cage which you put in the water and tie to your boat or dock and it keeps your fish in there all happy and alive
